Accelerating SDG Implementation at Halftime: Policy Options for the 2023 SDG Summit
The convergence of these four initiatives is significant because it suggests that there is significant political momentum and a set of overlapping reform agendas across multiple constituencies: the Secretary-General, the Group of Twenty, climate-vulnerable states, and the multilateral development banks. What is missing is the decisional moment at which that momentum is translated into time-bound, monitorable commitments. The 2023 SDG Summit represents a critical opportunity for such a decisional moment. The Ten Decisions proposed in this paper are designed to inform and shape the political declaration under negotiation at the Summit, to be operationalised through the period between September 2023 and the Summit of the Future in September 2024, with implementation continuing thereafter in accordance with the requirements of the relevant intergovernmental and institutional processes, and to be monitored through the High-level Political Forum on a rolling basis to 2030. Each decision is structured to address one or more dimensions of the governance gap identified in the framework set out in this paper and to convert the political momentum that already exists into the institutional architecture that the 2030 Agenda requires.
